Stockton's Five-Year Affordable Housing Plan: One Year In, Some Goals Already Surpassed

Stockton is one year into a five-year affordable housing plan, and the city says it is about 20% of the way toward most of its goals. That is roughly on pace for a program still in its early stages. What stands out is that on some efforts, Stockton has already exceeded its five-year target entirely.

Projects under the plan are focused on downtown Stockton and the south side of the city, with an emphasis on neighborhoods where incomes sit below the median. The funding comes from federal grants, including the Community Development Block Grant and the Emergency Solutions Grant. Tina McCarty, who directs the city’s Housing, Homelessness, Events and Parking Department, said food giveaways and direct community support were a big part of why some goals got crossed off early.

The full findings will be presented to Stockton city council on October 13, giving residents a clear look at how the grant money is being spent and what comes next.
