The Sacramento County community is mourning the loss of Tondra Miller, 58, of Folsom, who was identified Thursday as the second victim in Tuesday’s boat capsizing incident in San Francisco Bay. Miller was aboard a 50-foot Volare cabin cruiser carrying 20 passengers on a memorial service trip from Stockton when the vessel sank near Alcatraz Island. Recovery crews located her body near Treasure Island during ongoing sonar scanning operations as search and rescue efforts continue for three missing passengers.
The tragedy has affected not only the immediate family but ripples across Sacramento and surrounding counties where connections to victims run deep. Friends of Miller’s family have shared memories of her as a genuinely loving and welcoming person, describing how comfortable and cared for people felt in her home. The first victim identified in the accident was 79-year-old Clifford Joseph Boisa, a retired reserve deputy sheriff from Sutter County. In total, 16 people were rescued from the water, though one dog also perished in the incident.
As the community processes this loss, important questions are emerging about boating safety, vessel maintenance, and emergency response protocols. The boat remains approximately 130 feet underwater in the bay, complicating recovery efforts. Authorities continue to investigate what caused the vessel to capsize near one of the bay’s most well-known locations. How can we better ensure the safety of passengers on chartered and tour boats operating in our region?
