After touring five facilities, including the Sacramento Youth Detention Facility and the Sacramento County Main Jail, the jury pointed out aging infrastructures and rising demands for medical and mental health care as significant challenges hampering effective rehabilitation.

At the Sacramento Youth Detention Facility, staff proudly highlighted their vocational programs in horticulture, culinary arts, and carpentry, aiming to provide detained youth with valuable skills. However, the Sacramento County Main Jail raises eyebrows with its outdated infrastructure, which has been described as an obstacle to efficiently using current technology—this facility was built back in the 1980s! Not to mention the eye-watering $1 billion price tag to modernize the jail.

Among the other facilities evaluated, the Rio Cosumnes Correctional Center was noted for its programs in automotive repair and welding, while issues at the iconic Folsom State Prison were underscored by incidents that triggered lockdowns during visits. With these findings, the Grand Jury is pushing for better conditions, rehabilitation, and safety for inmates.
